California Department of Justice Firearm Safety Certificate (FSC) – $25 – To legally purchase a firearm in California, most people are required to obtain a state Firearm Safety Certificate (FSC). To obtain an FSC, an individual must pass a written test on firearm safety developed by the CA Department of Justice.
